International Symposium
This symposium will be co-sponsored by the COE project called the "research
center on public affairs for sustainable welfare society,"graduate
school of humanities and social sciences of Chiba University and our workshop
on the New Economy.
The New Economy of the U.S.： Possibilities and Anxieties
The aim of this symposium is to explore every aspect of the “new economy”
of the U.S. from economic and historical perspectives. We are also thinking of the need to compare American experiences with those
of other countries including Japan. The new economy may bring us a new kind of prosperity based upon network
and IT revolution. On the other hand, it may worsen our anxieties on the side of the core
of white collar workers because job securities enjoyed by mass production
workers for a long time in the age of old economy seems to have gone.Under
these circumstances we need to contemplate completely new ideas about our
jobs, our lives and the role of governments. Apparently we must allocate
more important roles to various intermediate organizations, such as NPO,
NGO, and local communities.
Our symposium will be divided as follows:
＜December 15, 2007: the First Day＞
Session 1: How can we locate the New Economy on the stages of historical development?
This session will see the new economy from the economic history viewpoint.
We will make every effort to distinguish it from the so-called “old economy.” It will be necessary for us to confirm the role of the new technology
and its relationship to the country's industrial organizations and social
structure.
Session 2: The role of IT industries in the New Economy.
This session will examine the technological and social possibilities of
the information technology industries. It will be necessary for us to have an image of desirable industrial structure
for a national economy in which IT industries will play major roles.It
is also necessary for us to compare the newly born IT industries of India
or China with those of U.S. and Japan.
＜December 16, 2007: the Second Day＞
Session 3: Life and Labor in the New Economy
This session deals with such aspects of growing flexibility of labor
market under the New Economy, and it also sheds light to a shortage of
certain types of labor and general surplus of less-skilled labor. The ethnic
composition and the immigrant labor of the U.S. labor force will become
a major concern here. We might as well evaluate the thesis by Samuel Huntington.
In Japan there have been lots of arguments on the growing inequality between
young and old, or rich and poor. We need to compare the U.S. situation with other countries.
Session 4: Urban and environmental policy under the New Economy
This session will deal with our recent grave anxieties of global warming
and other environmental issues. We will make an effort to connect this
topic with Session1 and 2’s dimension of industrial structure. And we need
to find answer to harmonize economic growth, the “American way of life”
and environmental values. Finally we should find an answer in the area
of public policy concerning the amenities of urban life with proper understanding
of the economic growth.
