	OECDが水道事業体に競争を呼びかける 　パリに設置された経済的発展や共同管理のための委員会による新しい政策の下での営化や自由化が進むよう，政府は，独占を回避し，事業体やその他の規制された業界における競争について考慮すべきである。 OECD calls for competition in utilities. Governments should consider separating the monopoly and the competitive parts of utilities and other regulated industries, especially during their privatization or liberalisation, according to Paris-based Organization for Economic Development and Co-operation in a new policy.
	米国において砒素の件がさらに引き伸ばされることになった。 　米国環境省は，水道水におけるあたらしい砒素基準の設定許可期限の９ヶ月の延長を提案した。 More delay on arsenic in US. The United States Environmental Protection Agency has proposed a nine month extension to the period allowed for setting a new standard for arsenic in drinking water.
	オーストラリアの貯水池管理方針の公布 　オーストラリアの貯水池に関する報告は，現在の州政府や地方政府の，人間活動によって発生する「明らかでかつ今後も続く」脅威を防止する，という努力に大きな誤りがあることを示し，広範な法的そして行政的な構造改革に立脚した新しい政策を示した。　  　Call for Australian cathment management policy. A report on catchment in Australia notes a general failure of current state and local government efforts to stem 'significant and ongoing' threats from human activities and calls for a new national policy based on wide-ranging legal and administrative reforms.
	シアトルの配水方法 　シアトル市議会は，シーダー川からの取水による水道施設の設計・建設・運転の契約を承認した。 　Seattle supply deal. Seattle City Council has approved a contract to design, build and operate a facility for treatment of drinking water from the Cedar river.
	世界銀行は，ブルキナファソ共和国，ワガドゥーグー水供給計画のため，70百万ドルの援助を決定した。 　The world Bank has approved $ 70 million in aid to the Ouagadougou water supply project in Burkina Faso.
	欧州開発銀行は，シュワルツ水供給計画を完成させるため，ドイツの飲料水貯水ダムのために100百万ドルの借款した。 　The European Investment bank has lent $100 million for a German drinking water storage dam to complete the Schwarza water supply scheme.
	EUの水道事業の指針の合意事項「2000/60/EC」に英国の建設方法をあわせるための取り組みが，政府が公布した英国とウェールズ地方のすべての関係団体に影響を及ぼす「第一段階の」仕組の構築計画書が３月の終わりに発効したことによって始まった。 　The UK's construction process on implementing the EU  Water Framework Directive 2000/60/EC began at the end of March when government issued a 'first phase' construction paper to all principal affected parties　ｉｎ England and Wales.

	シドニー湿地計画が始動　オーストラリアの連邦環境大臣ロバート・ヒルはシドニーの湿地を護することに特に特化した計画を発動した。 　Sydney wetland plan launched. Australian Federal Environment Minister Robert Hill has launched a plan specifically intended to protect Sydney's wetlands.
	Jakko Poyry Group のインフラおよび環境部門であるElectrowatt Engineering and Soil and Waterは，中国とナミビアで６百万ドル相当の水供給プロジェクトを受注した。 　Electrowatt Engineering and Soil and Water, members of the Jakko Poyry Group's infrastructure and environment arm, have been awarded $6 million worth of water supply management projects in China and Namibia.
	ドイツのゲルリッツ市の都市インフラサービス全般について，様々な民営化の導入を取り扱う会社として，ビベンディ・エンバイロンメント社が選定された。 　Vivendi Environment has been selected to operate all the municipal services in Gorlitz, Germany, in a multi-faceted part-privatization deal.

３）水道事業体　Water Utility 21

需要水量の増加 　需要への対応の戦略は水道事業経営の将来を考えるにおいて重要な役割を持っているが，他の重要な需要者の戦略とも歩調を合わせていかなければならない。  Demand developments. Strategies for managing demand have an important part to play in the future of water utility management, but must run alongside similar strategies for other key users.

オンラインでの支払を活用した業務消化体制への移行 　英国に本拠をもつサットン及び東サリー水道会社は，他の料金と同じように支払いができる独立系のウェブサイトとそのインターネット支払いシステムを統合することによって成長しているが，このような手法による支払いにもっと多くの顧客を引きつけることを目的としている。  Leading the way with online billing. UK-based Sutton and East Surrey Water is extending its internet billing system by adding it to an independent website on which other bills can be paid as well, with the aim of attracting more customers to this means of payment.

	イスラエルの洞察 　イスラエルにおける水の重要性は，この国をして今日的問題の中心的な調査場所にした。  Israeli insights. The prominence of water in Israel makes this a field of research at the centre of the issues of the day.
	水のポンプ圧送におけるエネルギーロスの低減 　IWAの刊行物に，水道会社の圧送システムのエネルギー効率を最適化できる可能性のある様々な技術の概要が掲載されている。  Cutting the energy waste in water pumping. A paper in IWA's Journal of Water Supply Research and Technology-Aqua outlines the various techniques by which water company pumping systems can be optimised for energy efficiency.

１）世界的話題　Global Focus

貯水池問題の集会 　英国で開催された，表流水の無秩序な利用をテーマとした集会は，世界中でおおよそ300ヶ所もある国境の河川や湖沼の当事国間での共同管理の法的な枠組みを示した。しかし，ほとんどの国はそれに署名しなかった。   Catchment convention. The UN Convention on non-navigational uses of watercourses provides a legal framework for cooperation between countries sharing the almost 300 international river basins worldwide, but few countries have signed up to it.

２）フランス特集　France

アフリカにおけるフランス勢の台頭 　フランスの水会社グループが拡大するアフリカ市場で独占的地位を築きつつある。しかし，この成功は，しばしば高いリスクで高値の入札をもたらすものである。  French expansion in Africa. French water groups are dominating in the expanding African market, but the successes often come at high risk and with high bidding costs.

３）水道水　Drinking Water

	水道水質の管理：オーストラリアの新しい試み 　予防的な水質遵守を確認するため，水処理に関するすべての状況を管理することを可能にしようという手続きは，今回の枠組みだけですべて完成するわけではない。  Drinking water quality management: Australia's new approach. Procedures to enable the management of all aspects of water treatment to ensure proactive quality compliance do not generally exist in one single form.
	消毒に関する討議 　WHOによる消毒剤及び消毒副生成物に関するこの度の調査が明らかにしたことについて報告する。  Disinfection debate. BILL McCANN reviews the latest evidence presented by the World Health Organization on research into disinfectants and disinfection by-products.
