	スペインでの計画は抵抗にもかかわらず進んでいる　スペインの全国水文計画の骨格案が２月９日国会の第２回の口頭弁論で提案された。これで，国の立法府における大臣委員会を経て最終口頭弁論のために国会に再度提出されるのを待つばかりとなった。 Spanish plan progresses despite protests　 The Draft Bill on Spain's National Hydrological Plan was given its second reading in Parliament on 9 February and has now only to be put before the Council of Ministers of the country's Regional Governments before returning to Parliament for the final reading.
	欧州における水浴場基準の見なおしが始まる　EU委員会は制定から25年が経過した水浴場の管理規定を見直すための作業部会を立ち上げた。 Launch of European bathing revision The European Commission has launched a construction exercise on revising the 25 year old Bathing Water Directive.
	2003：国際淡水年　国連総会は2003年を国際淡水年とすることを宣言した。 2003:UN International Year of Freshwater The general Assembly of the United Nations has proclaimed that 2003 is to be the International Year of Freshwater.
	Welsh Water の認可　このたび，英国の民間水道事業から株式会社ではない会社への所有権の移転という新しい計画に対して，当局の許可が下りた。 Welsh Water approval Regulatory approval was given recently for an innovate plan to transfer ownership of a privatised UK water Utility to a company without shareholders.
	EPAが合衆国の分析に着手　EPAによると，米国では，今後２０年の間に，水道に対して1500億ドル以上の投資が必要になるとのことである。 EPA sets out of US needs More than $150,000M needs to be invested in drinking water in the US over the next 20 years, according to the EPA
	EUにおける優先的検討物質　欧州委員会は，水環境部会の意見を受け，有害であると判定された11物質の全廃を含む，優先取り扱い物質32項目を提示した。 Priority substances for EU As a follow-up to the water Framework Directive, the European Commission has proposed a list of 32 priority substances to be phased out-including 11 identified as hazardous.
	ヨハネスブルグの契約　南アフリカのヨハネスブルグの3,500万人の顧客への水道と下水道を供給する管理契約が，スエズ・リヨネーズ・デゾーグループによって結ばれた。 Contract for Johannesburg A management contract to supply water and wastewater services to the 3.5 M inhabitants of Johannesburg, South Africa, has been awarded to the Suez Lyonnaise des Eaux Group.
	持続的発展可能な化学物質使用への提案　EU委員会は，将来の化学物質委員会の設置案をい提出した。 Sustainable chemicals proposal The European Commission has put forward proposals for a future Community Policy for Chemicals.
	ECが2010年までのビジョンを示した　ECは，今後10ヵ年ごと，50年にわたって，優先的に進める環境運動を概ね決定付ける革新的な新しい環境戦略を採択した。 EC outlines vision for 2010　The European Commission has adopted a proposal for an ambitious new environmental strategy that outlines priorities for action on the environment for the next five ten years.

	バングラディシュ環境開発団体の報告によると，首都ダッカの50万人近い住民が，住宅の近くにあるなめし革工場からの汚染によって隣国な危険にさらされているとのことである。このなめし革工場は，ほぼ6,000m3もの酸廃液を毎日廃棄しており，これにはクロムやその他の物質が含まれている。　A report from the Bangladesh Society for Environment and Human Development suggests that around half a million residents of the capital, Dhaka, are at risk from serious pollution emanating from tanneries near their homes. The tanneries discharge around 6,000m3 of acidic liquid effluent, which contains chromium among other substances, each day.
	ビベンディ水道会社はチェコ共和国のプラハの水道会社，PVKの民営化を指導する契約を得た。　Vivendi Water has won the tender for the privatization of Prague's water company, PVK, in the Czech Republic.

オレンジ郡でのエネルギー論争
　カリフォルニア州オレンジ郡水道局によると，下水の再生利用によって，清浄な水源の追加導入を行うよりも，大幅な省エネルギーができる可能性があるという。

貯水池がスペインの計画の足を引っ張る
　スペインの国家水文計画に反対して巻き起こった批判は，国家レベルでの水の運用という野心的なスキームが，新欧州水問題構造部会による貯水池の活用を基本に据えた考え方と矛盾するかもしれないことを示した。
The catchment catch in Spain's plan Criticisms raised by opponents to Spain's National Hydrological Plan indicate that the ambitious scheme to move water the length of the country may contravene the catchment-based philosophy of the new European Water Framework Directive.
　

ウェールズにおける株主の解消という解決策
　グラスシムルーという新しい会社が，ウェールズに水を供給している水道会社を，債権とほぼすべての業務を外部に委託する契約によって，株式会社でない形に変換させる，という提案について，英国における経済，環境の規制当局と，英国の政府は疑いを持っている。
Wales' shareholder-free solution Economic and environmental regulators in England and UK government ministers have viewed with suspicion the proposal by the new company Glas Cymru for turning the water utility serving Wales into a shareholder-free zone, with debt and nearly all operations handled by outside contractors.

２）貯水池の運用　Catchment Management

国境を超えた変化
　エストニアとロシアの国境にあるPeipsi/Chudskoe 湖の急速な減退をきっかけに，新しく設置された貯水池委員会がこの貯水池のための管理計画を作成した。
Transboundary transformation Prompted by deterioration of Lake Peipsi/Chudskoe on the Estonia/Russia border, a management plan for the basin has been drawn up by the new cathment commision.

　英国に本拠を置くPCI水道会社は，超圧型UF装置（低圧の意味か？）を使った新しい膜処理装置を使用している。

	独立の動き　ザンビアの水道は，既に大都市圏の管理に対して交付された免許から独立した水道供給と衛生に関する規制部局の制定など，革新的な変革の最中である。 Act of independence Zambia's water sector is undergoing an ambitious reform that includes the creation of a new independent regulator for water supply and sanitation that has already awarded licences for operations in major urban areas.
	計画時点における貧民地域の計上方法の改良　地域住民のうち貧しい地域は，水道の契約が締結されるときに見過ごされがちである。このような地域の一助とするため，水道及び衛生計画の主導のもと，ガイドラインが用意された。 Improving contract prospects for the poor　Poorer sections of the community tend to be overlooked when water service contracts are drawn up. Guidelines are being prepared in a initiative led by the Water and Sanitation Program in order to help address this.
	大変な役割　イングランドとウェールズの環境省は，省のスタッフや外郭団体，一般人に専門家のアドバイスを提供する，八箇所の国立の認証センターを保有している。 Demanding role The Environment Agency for England and Wales has eight national centres of expertise charged with providing specialist advice to Agency staff and external organisations and individuals.
	中国における浄水処理の必要性　中国における，飲料水を湧水や井戸によるという伝統的な選択は，人口の増加や，工業や農業の需要の伸びによって，だんだん難しくなってきている。 China's clarification needs Traditional Chinese preferences for drinking water from springs and wells are less easily satisfied as populations grow and add to the demands of expanding industry and agriculture.
	コーティングによって膜のファウリングを抑制　南アフリカ水研究委員会の雑誌である南ア水道公論の最新号に，ウェスタンケープ大学のウラジミールリンコフ（？）教授による，標準的な高分子電気透析膜のコーティングのための一風変わった手順に関する最近の研究の概要が掲載されている。 Coating cut membrane fouling A recent issue of SA Waterbulletin, magazine of the South Africa Water Research Commission, includes a summary of research by professor Vladimir Linkov of the University of the Western Cape into development of a novel procedure for coating of standard polymeric electrodialysis membranes.
