  3GX is a tool that convert wav files to 3gp, 3g2 files. You can download 3gx here.
This page explains how to manage when you can not transfer 3gp files to mobile phone, and can not play 3gp files.
 
 
You should specify the problem, first
There are two possibilities, when you can not use 3gp files.
(1) Can not transfer 3gp files from PC to mobile phone
(2) Can not play 3gp files in mobile phone
(including play screen is displayed with no sound.)
For example, when you are trying download a file from internet, if error message appears after clicking URL, is case (1)
Another example is that you can not transfer file with connecting PC and mobile phone, is also (1).
For example,  when you are trying download a file from internet, if the message like "File is invalid" or "can not play" appears after clicking URL and downloading is (2).
With some cases, it is difficult to determine which one is your case, so I recommend that check the both cases below.
 
The case that you can not transfer 3gp files to mobile phone.
There are several possible reasons that you can not transfer files to mobile phone.
(1) Your mobile phone does not support the method of transfer There are some method to transfer the files, such as via internet, email attachment, via MicroSD, cable connection.
For example, your mobile phone may support email attachment, however, it may not support internet transfer. So you may try another method of transfer.
(2) Transfer method is invalid When you transfer a 3gp files via internet, you should write tag in HTML file. If the tag is wrong, download will be failed. You may write file size in tag, you should be careful with such case.
Some mobile phone of Softbank does not support internet transfer as explained (4).
(3) File size is too large If file size is too large, you can not transfer the file.
For example, if you send several mega bytes file by attaching email, message of "deleted attach file" will be displayed.
Refer this page to check file size of 3gp and 3g2.
(4) You have to do something to transfer the file For example, when you send a file via internet, there may be a protection mechanism that allows transfer only by certified web site. (Especially Softbank).
Certified web site publish modified 3gp files that can through protection.
Not all of Softbank phone have this protection mechanism, but the most old type phone has this protection mechanism. With such phones, you should send 3gp file via email.
Mobile phone of au (KDDI), you may add check sum into 3gp file when you transfer files via internet. If you send it via email, you should not add check sum.
When you send 3gp files with cable connection of PC and mobile phone, you should make a 3gp files with software that is bundled with cable.
 
 
The case that you can not play file in mobile phone
If you can not play a 3gp file in mobile phone, your mobile phone may not support the format of the file.
(1) Format is wrong You can not play a file with wrong format. For example, if you have DoCoMo mobile phone, you can not play 3g2 files.
(2) Option is wrong For example, some mobile phone supports up to 32000 Hz. With such mobile phone, you can not play 3gp files of 44100Hz.
Similarly, check if the mobile phone supports stereo or mono option.
With au mobile phone, if you select 8000 as sampling rate, you can play it with only several phones such as W21SA.
(3) Codec is wrong Each mobile phone supports different codec. If codec of converter soft is not supported by your mobile phone, you can not play it.
For example 3GX uses AAC codec for audio to convert 3gp and 3g2. However old mobile phone only supports AMR. So you can not play the file with such a old phone.

(4) Silent mode is selected If you see the play screen with no sound, your mobile phone may be with silent mode. Similarly ,you may set volume zero.
(5) Other case For example, via MicroSD, you can not play the file that is more than supported size. If you make smaller size file and check it sounds or not, you can know the problem is file size or not.
 
You see play screen with no sound.
You may see the play screen, but you do not hear any sound.
(1) The file does not record anything.
If the file records silent, you do not hear anything. For example conversion of MP3->WAV->3GP, there may be an error at some step.
(2) File is invalid.
The file may have some error.
You can play the file, but sound quality is too bad.
Even if you can play it, the sound may be bad.
(1) Noisy
Small volume
If you get noisy sound, you may lower the volume before you convert it.
With 3GX, right click and adjust volume.
If the sound is too small, you raise the volume before convert it.
(2) Sampling rate is too low If you raise the sampling rate, the quality of sound comes much better.
 
You can play it but can not use as ring tone.
If you can play the file, but you can not register it as ring tone, please try below.
(1) Change transfer method You may not register with cable connection transfer method. You may try internet transfer method.
DoCoMo mobile phone after 2008, you should use internet or email rather than MicroSD with many cases.
(2) Edit dcmd With DoCoMo mobile phone, if you edit dcmd value in the file, you may register the file as ring tone.
3GX write this value automatically.
Edit chku With au mobile phone, if you edit chku value in the file, you may register the file as ring tone. However, calculating this value is very difficult. With such cases, you can change audio codec to AMR instead of AAC. You can register the file but the sound quality comes less.
(3) Change operation of register To register a file as ring tone there are several method such as using mobile phone's menu and file menu of data folder.
There is a possibility that you have simply tried wrong operation. So, you may try again with different operation.

There are two types of 3gp file, one is movie file and another is audio only file. Audio only 3gp file can not be registered as receiving movie, so property is shown as "register disabled." With this case, use audio setting menu, then you may register it as  receiving sound.

DoCoMo P905i (and may be other P series might be able to registered with internet transfer, but can not be registered with MicroSD transfer.
(4) Change Size Large file can not be registered as ring tone. Especially MLD and MMF files can play only a few seconds files.
3gp files can play long files and can be registered as ring tone, but there is limitation. Each mobile phone has different limitation, look at this list.
(5) Change convert method If you select "Streaming", you can not register it as ring tone. You should convert the file without "Streaming."

3GX uses AAC as audio encoder. Some mobile phone  can play AAC and AMR  but can register only AMR. (Especially Softbank. If you transfer AAC file via internet, it may be converted to AMR automatically.)

DoCoMo NM705i can play 3GP but can not register it as ring tone.NM705i can register the file of WAV,MP3,WMA.
(6) Change format Even if you can not register 3GP,3G2 files  as ring tone, the most mobile phone can register either MLD or MMF files as ring tone.
 
 
People who want to register 3g2 files as ring tone with au mobile phone
With some au mobile phone, you can not register the file as ring tone. You can edit chku value, but it is very difficult.
If 3g2 file is difficult to register, you may use MMF files. You should device sound qua;ity and size with MMF fils. If you select 16000 Hz as sampling rate, you get good sound, but file size comes too large. You should shorten the tune length.
 
File type has been changed (less quality?)
When you transfer 3gp or 3g2 files to mobile phone, file type may be altered as MP4. Or if you send 3g2 files to mobile phone and send it back to PC, the file type may  become 3GP.
In general, 3gp and 3g2 are types of MP4, and contents is very similar. Some times, it is matter of file extension.
So, don't be surprised if file type become MP4, there may be nothing wrong.
After transfer, files type and file size may be changed. In this case, some conversion has been done. For example, you send it with email, audio codec may be altered and sound  quality may become less.
