540.米国と日本の関係



日本と米国の関係をどうするか、特に米国を孤立させないために、
日本がどう関与するべきか検討しよう。 Fより

とうとう、米国は国際的な孤立状態になってきたようです。国連の
人権委員会のメンバーから外された。それも、人権的に問題のある
スーダンはその人権委員会のメンバーになっている。麻薬委員会の
メンバーからの外され、米国が強く主張している問題の委員会に、
メンバーを出せないことになったのは、大きなショックでしょうね。

この米国大統領のブッシュは、中国との付き合いは、経済的関係だ
けで、あとは中国民衆と直接対話するというし、日本はアジアでの
強力なパートナーであり、小泉内閣の構造改革に期待しているとコ
メントしている。この期待の中には集団自衛権の確立も含まれてい
るはずだが。

米国の軍事面でも、二正面作戦を破棄して、欧州の軍事的役割を少
なくして、アジアにシフトするとした。そして、そのアジア・シフ
トは日本が安全保障上のパートナーであるとのこと。
この位置を取ったのは岡崎研究所の新日米同盟プロジェクトが大き
い。大きな信頼を米国に与えたようだ。岡崎さん等、元外務省米国
派の人たちの手柄でしょうね。

この日本重視は、中国の軍事増強に対応した米国の意向、ラムズフ
ェルド国防長官、ポール・ヘスター太平洋軍司令官の作戦意向でも
あるようだ。これを受け、来日したアーミテージ国務副長官も、
日米関係を米英関係と同等まで引き上げようと提案している。

この日米関係の強化とは、集団自衛権の確立を意味しているのです
が、小泉首相はOKと言っているため、両者の意図が一致したよう
に米国サイドには見えている。近々に小泉首相がワシントン入りす
るようですので、期待ができると思う。日本サイドの懸念事項とし
ては、田中外相が米国のアーミテージ国務副長官との会議をキャン
セルしたことで、日本の今後の方向観が首相や米国の期待と違う可
能性があることですね。勿論、米国の理不尽な要求は拒否すること
も必要ですが、国家間の基本的スタンスは、親米であるべきです。

ここが今一、田中外相のスタンスが明確でないのが気になる。
外相失格にならないように、対外政策で、日本が間違えた道に行か
ないようにしてほしい。勿論、外務省の機密費を高級官僚が全体で
タカっていた問題の究明はしてほしいが。しかし、問題の質として、
国家戦略の方が、断然大きな問題であると認識しているのであろう
か???

それと、米国はインドのロシア、中国からの引き離しを意図してい
る。このため、インドと安保包括協力の協定を結ぶことにしたよう
だ。このインドと安保協定を組むということは、中国の半サイクル
の封じ込めにもなるでしょうね。ロシアが中国の味方であるため、
全方位の封じ込めにはなっていないし、二正面にはならないため、
中国としての痛手はそれほどでないでしょうが。しかし、ロシアの
構想は崩れていた。中国と牽制するインドを抱えた反米国陣営の意
図していたのですからね。ロシアは当面、欧州との友好関係を促進
して、米国の孤立化を狙っているようです。

この孤立化を欧州がしている。米国潰しですね。この米国の味方が
日本とブラジルを除く中南米とカナダ、英国、オセアニアですかね。
世界の行方が見えなくなってきた。米国の力の限界ですね。日本は
当面、米国の味方をするしかないでしょうね。中国と同盟を組み、
米国を敵にすることはできない。

日本は米国か中国の選択しかできない。覇権国家でも準覇権国家で
も、軍事優位もない国家ですから、他国の援助がないともう1つの
陣営と戦えない。中立はできない。米中の中間にある地政学上の位
置にあるためで、軍備をしない中立などありえるわけがない。

Japan to Become U.S. Center for Global Security

YOKOTA, Japan (Reuters) - Japan will become the center of 
the United States' new global security strategy as Washington
 shifts its focus to Asia from post-Cold War Europe, 
the commander of U.S. military forces in Japan said.

The United States has been reviewing its military priority 
and programs since the new administration under President 
Bush (news - web sites) came to power in January.

Defense Secretary Donald Rumsfeld, who is to meet Bush 
later this week to seek final approval of the plans, has 
outlined a broad shift from planning for a major war in 
Europe -- which dominated defense thinking before the 
collapse of the Soviet Union in 1991 -- toward more emphasis 
on Asia.

``I think that means that Japan becomes, as we have often 
said, the very center of the security apparatus in the 
Asia-Pacific region,'' Lieutenant General Paul Hester, the
 top commander of U.S. Forces in Japan, told Reuters in an
 interview this week.

He added that did not necessarily entail changing the 
nature or scale of the U.S. troop presence in Japan.

``Japan's geographic position provides a wonderful 
opportunity to carry out that shared vision,'' Hester said,
 referring to the U.S.-Japan security agreement which aims to
 provide protection to Japan as well as the greater Asian 
region.

Senior U.S. officials have said Bush has agreed with the 
thrust of Rumsfeld's stress on China's growing military 
as well as the emphasis on Asia as a key region in adapting 
to the post-Cold War challenges.

Tokyo has been forthcoming in its willingness to strengthen 
ties with Washington. In 1999, Japan enacted new defense 
guidelines drawn up by the two countries authorizing Japan to
 provide logistical support to the U.S. military in the event 
of an emergency in the region.

The agreement to boost their military alliance to its highest 
level since the end of World War Two set off fears in China 
that the stronger ties were aimed at protecting Taiwan in 
the event of Chinese military action against the island, 
which it regards as a renegade province.

The cooperative mood is likely to continue, with new 
Japanese Prime Minister Junichiro Koizumi saying the U.S.-Japan
 alliance is the bedrock of Tokyo's diplomatic and security 
policy. Local newspapers on Wednesday said he plans to fly to
 Washington for his first state visit to demonstrate that 
stance.

Bush Faults China and U.N., Praises Japan

President Bush scolded China and the United Nations in his 
monthly news conference yesterday, urging the former to 
extend due process to U.S. citizens held there and labeling "
outrageous" the latter's dropping of the United States from 
a human rights panel.

Continuing the administration's pattern of talking tough 
about China while warming to the Japanese, Bush praised 
Japan's new prime minister, Junichiro Koizumi, as "a man intent
 upon reforming the system."

The president said relations with China "are going to be 
based upon a consistent message with the Chinese."
 In remarks his aides described as measured, Bush portrayed 
a policy emphasizing both trade and human rights.

"One, we expect there to be trade, and I hope there is trade,"
 he said. "But two, that we expect people to be treated fairly
 inside that country. And hopefully, they'll respond."

The administration in its early months has sent a somewhat
 conflicting message to China, including a statement by Bush,
 later softened, that appeared to commit the United States to 
defend Taiwan in the event of attack. Bush has generally 
signaled a tougher approach to China than the Clinton 
administration took.

On the question of U.S. citizens or residents detained in China,
 the president said he "sent clear signals to the Chinese" that
 the United States expects those detained "to be treated fairly,
 and we'd like for them to have whatever due process the Chinese
 can offer."

The United States has urged China to release four academics, 
two of them U.S. citizens.

Japan, conversely, received flattering attention from Bush.

"Japan is a very important partner of the United States, and 
it's not only an economic partner, but it's a partner -- 
it's an important partner to keep stability in the Far East,"
 the president said, anticipating an early meeting with Koizumi.

Bush said he complained to U.N. Secretary General Kofi Annan
 yesterday morning about the United States' ouster from the 
53-nation U.N. Human Rights Commission.

The United States was voted off the panel last week for the 
first time since its founding in 1947, and the House has 
retaliated by voting not to pay $244 million in debts to the 
United Nations next year unless the United States regains a seat.

"I told him it was hard for me to envision a Human Rights 
Commission without the United States on it and [with] 
the Sudan being on it," the president said.

Bush reiterated his belief that the United States should pay 
its U.N. dues but added: "The decision was an outrageous decision.
 To me, it undermines the whole credibility of this commission."

Once again, Bush declined to venture deeply into the tensions
 between Israel and the Palestinians. Asked about the killing 
this week of two Jewish teenagers, one a U.S. citizen, Bush 
replied: "The death in the Middle East is abhorrent, and our 
nation weeps when people lose their lives."

He also said: "It's going to be very difficult for us to be 
able to bring people to the peace table so long as there's 
violence."

日本に滞在した米国のアーミテ―ジ国務副長官は、集団的自衛権の
見直しなど予想以上に強い調子で強化を訴えた。対中関係が緊張す
る中、日米関係を米英並みの強い同盟に「格上げ」したいというブ
ッシュ政権の意向がみえている。 8日にニューヨーク・タイムズ紙
と会見した副長官は「米国の注目が東アジアに集まる中、日本と米
国の関係は、米英と同じようなものにならなくてはならない」と述
べた。 集団的自衛権についても「コンセンサスがないことが障害
になっている。」と述べ、昨年、発表され新政権の東アジア政策の
基になるとみられる「アーミテージ報告」には、集団的自衛権に関
する記述はあるが、日本でのアーミテージ発言ほど踏み込んだもの
ではない。小泉政権の発足で、集団的自衛権の行使の議論が高まる
ことを予想しての踏み込んだ発言だとみることができる。 対中関係
が緊張する今、日本との防衛関係を強化しようというブッシュ政権
の姿勢はさらに強まることが予想される。

米印、安保で包括協力
 【ニューデリー11日=吉野蔵一】10日夜からインドを訪問してい
るアーミテージ米国務副長官は11日、インドのバジパイ首相、シン
外相兼国防相と会談した。副長官は訪印招請を受け入れることを伝
えるブッシュ米大統領からの書簡をバジパイ首相に手渡した。同時
に、ミサイル防衛計画など新たな米国の安全保障政策への理解を要
請。インド側は支持を表明し、米印両国が今後、安保政策を巡る包
括的な協力を推進していくことで一致した。 
 ブッシュ大統領の訪印時期は今後、外交ルートで詰めるが、年内
にも実現する公算が大きい。副長官と外相は二国間問題についても
協議。インド側は両国間の懸案である米国の対印制裁措置の解除も
求めたもようだ。
