I am writing to welcome the release of Jawwad Muhammad 'Alyan, who was detained
in the Ministry of Defence Detention Centre in al-Yarze.
However I am still deeply concerned that his uncle Ahmad Muhammad 'Alyan and his cousin
Huyam 'Ali 'Alyan have reportedly been tortured or ill-treated.
I respectfully urge
- that the authorities take measures so that these two detainees be not tortured or ill-treated,
- that an independent investigation into the allegations of torture be made,
with the results made public and the perpetrators brought to justice, and
- that these detainees be allowed continuing and unrestricted access to their families,
lawyers and any medical care they may require.
I am deeply concerned that the detainees may have been coerced to confess to offences under duress.
Allow me to remind the Lebanese authorities that confessions extracted in such a manner
are inadmmissible as evidence against the detainees.
Before conluding my letter, I respectfully ask the Lebanese authorities to remind the obligations
under the Convention against Torture, which Lebanon ratified in October 2000.
