拷問・虐待の恐れがある。彼の弟と姪も拘禁されていて、拷問・虐待を受け、そのため健康を害しているという。
4月9日レバノン南部の都市ティレで軍諜報部員がジャワド・ムハマド・アリヤンを逮捕した。
彼はイスラエルに「協力した」とされた。この罪状では、長期刑又は死刑が科せられる恐れがある。
また、拷問で自白を強制される恐れがある。彼は4月8日頃にも軍諜報部に呼び出された。
このとき彼は尋問を受けただけで釈放されたが、あとで報告をするようにと命じられた。
弟のアーマド・ムハマド・アリヤンと姪のフヤム・アリ・アリヤンもイスラエルに協力したとの容疑で逮捕されたが、
ジャワド・ムハマド・アリヤンも、この関連で逮捕されたようである。
アーマド・ムハマド・アリヤンは3月の第1週にレバノン南部の町ダール・アルバヤダーで逮捕され、3週間にわたり
アル・ヤルゼの国防省拘禁施設で隔離拘禁された。
彼は明らかに拷問・虐待を受け、罪を認める調書にサインさせられたが、それを読ませてもらえなかった。
彼は手錠をはめられ、目隠しをされ、「ドイツ椅子」や「バランコ」という拷問を受けた。
（「ドイツ椅子」というのは金属の椅子と可動部からなる。背骨が延ばされ、首と足にひどい圧力が加えられる。
「バランコ」というのは後ろ手に手首を縛られ吊り下げられる拷問。）
その後、彼は、ルミエ監獄に移され、今もそこに拘禁されている。
フヤム・アリ・アリヤンは3月の第3週にダール・アルバヤダーで逮捕された。
最初、どこに拘禁されたかははっきりしないが、今はバルバル・アルカジンの兵舎に拘禁されている。
手錠をはめられ、目隠しをされ、殴られていると伝えられる。
アーマドもフヤム・アリヤンもこのような扱いのために健康を害している。
医者の報告も彼らが暴力を受けたことを示している。フヤム・アリ・アリヤンは腕と手首に擦り傷がある。
これは暴力が用いられたということを裏付けている。アーマド・ムハマド・アリヤンは背中の痛みを訴えている。
また長期にわたり手錠をかけられていたために手首に痕がついている。
＜背景情報＞
レバノンでは政治囚も通常犯の囚人もしばしば拷問・虐待を受ける。これは国防省拘禁施設において特に顕著である。
ここでは、ある種の被拘禁者は罰則として、あるいは自白を引き出す為に拷問にさらされる。
政治囚は、時に何週にもわたり隔離拘禁され、そのことが拷問・虐待の温床となっている。
国防省拘禁施設に拘禁された囚人によると、尋問中はいつも拷問をされていたという。
拷問の方法は「電気ショック」「食事や睡眠をとらせない」「バランコ」「脅迫や暴言」がある。
1994年ファウジ・アルラシが拘禁中に拷問のために死亡したと伝えられる。
彼はレバノン軍党（非合法）に関わったとして、国防省拘禁施設に拘禁されていた。
レバノン当局は拷問の申し立てがあっても捜査してこなかったし、拷問の加害者を裁きにかけることもしてこなかった。
政治囚の裁判では、強迫で引き出された自白が主要な証拠として採用されることも、しばしばである。

I am writing to express my concern for the safety of Jawwad Muhammad 'Alyan,
who is now in incommunicado detention at the Ministry of Defence Detention Centre in al-Yarze.
In the same time, I am deeply concerned that his brother Ahmad Muhammad 'Alyan
and his niece Huyam 'Ali 'Alyan have reportedly been tortured or ill-treated.
I respectfully urge
- that the authorities take measures so that these three detainees be not tortured or ill-treated,
- that an independent investigation into the allegations of torture be made,
with the results made public and the perpetrators brought to justice, and
- that these detainees be allowed continuing and unrestricted access to their families,
lawyers and any medical care they may require.
I am deeply concerned that the detainees may have been coerced to confess to offences under duress.
Allow me to remind the Lebanese authorities that confessions extracted in such a manner are
inadmmissible as evidence against the detainees.
Before conluding my letter, I respectfully ask the Lebanese authorities to remind the obligations
under the Convention against Torture, which Lebanon ratified in October 2000.
