Practice
Moving Foot
(Sensitivity)		 Always try to move your foot in accordance with the tune. Most of the drummers do this uunconsiously. Train your imagination.
Basic Training
(Reason)		 Try to keep the rhythm successively and keep doing it in stable manner. Try to feel the rhythm from your hip rather than your toe. More Accuracy is required when playing bass drum than playing by your hand. You will notice how difficult it is to play the bass drum in tune with a metronome.
Getting Used To Pedal
(Unification)		 Movement that is united to the pedalwould be necessary. Please reconsider your foot and pedal movement slowly. Your aim is to sense the drum pedal as a part of your body.
Analyzing Phrases
(Study)		 Try to analyze and study your hand and foot combination. Movements of both arms and legs are related to each other.

You will not be able to play a phrase that is hard to describe. Score is important, but when you come up with a good phrase, just writing down how it sounds will be helpful, too.

When I was a beginner, I studied the phrase by turning my record player slowly. I guess there are more convenient methods to do that.
