北アイルランド自治一時停止
デッドロック(停頓）打開を探る関係者の努力
DEADLOCK
北アイルランド和平問題は、目下暗礁に乗り上げている。
ＩＲＡの武装解除が進展しないところから、北アイルランド新政府の
トリンブル第一首相が辞意を表明。
マンデルソン・北アイルランド担当相は、２月１１日北アイルランド
自治政府の機能を一時停止し、ＵＫ政府の直轄統治を行うと表明
した。
１２日の朝日新聞は、「ＵＫ政府のとった北アイルランド自治停止
（すなわち直轄統治への復活）により、和平プロセスは１９９８年
４月の和平合意以来最大の危機を迎えた」と報じている。
ＵＫ政府のとった北アイルランド自治停止措置に対し、シンフェイ
ン党のアダムズ党首は、
「自治政府の機能を一時停止したのは和平合意の協定（Good
Friday Agreement)に違反する」と反撥、ＵＫ政府マンデルソン・北
アイルランド担当相とトリンブル第一首相を非難した。
２月１５日、ＩＲＡは「国際武装解除委員会との交渉を打ち切る」と
声明した。
１６日の同紙は「和平プロセスの修復作業は振り出しに戻った」と
報じている。
しかし１８日には「北アイルランド和平問題、両政府（注、ＵＫおよ
びアイルランド共和国）修復へ始動。ＩＲＡ、英軍撤退狙う？」との
見出しで水面下の動きの一部を報じている。
以上はＮＨＫや新聞報道の経緯であるが、北アイルランド問題の
帰趨に興味を持つ方々に、憶良氏がBBC NEWSの抜粋により、
もう少し詳しく関係者の動きと背景をまとめてみよう。
日本の皮相的な報道とはちょっと違った現地のニュアンスを伝え
たい。
(お断りしておくが、憶良氏は学者でもなければジャーナリストで
もない一介の街角の隠居であるから、独断の点はご容赦を）
暗礁に乗り上げた（came to deadlock)かに見える北アイルランド
和平プロセスであるが、暗礁（unseen rock)の水面下では相当粘
っこい打開交渉努力が続けられている。
なにしろ数世紀にわたる確執の清算である。大局的に、長期的に
眺めてみよう。
１ 自治停止措置とその意味
まづＵＫ政府のとった北アイルランド自治停止（すなわち直轄統治
への復活）は、あくまでも和平プロセスが決裂しないようにとの配
慮からとられた一時的な便宜措置であることだ。
自治停止措置により、辞意を表明したトリンブル第一首相の地位
も凍結されている。
ブレア首相は、この凍結の期間(できれば５月２２日の和平合意期
限まで）に何とか和平プロセスを取りまとめ、自治停止解除を図る
と推測される。
表面上は、自治停止は、和平プロセスの頓挫と見られるが、事実
はそうではない。腰を落ち着けて、座礁しているかに見える問題を、
より抜本的に解決しようとする時間稼ぎの策とみられる。
以下に関係者の発言を見よう。
マンデルソン・北アイルランド担当相は１１日、次のように、「事態
は早急に解決されるだろう」と述べている。
Despite the suspension, Mr Mandelson suggested the issue could
be resolved "very quickly indeed".
シンフェイン党のアダムズ党首も、表面では英国政府やトリンブル
第一首相を非難しつつも、大筋では英本国政府とアイルランド政府
に一任したようである。
Minutes earlier, Sinn Fein president Gerry Adams said a "new and
significant proposition to resolve the arms issue" had been put to
the British and Irish Governments.
アダムズ党首は、ＩＲＡの武装解除に対する考えを国民に知ってほ
しいと、国際武装解除委員会の第二次報告書の公表を英国政府
に求めた。
Speaking after the announcement, Gerry Adams said the UK
Government had seen a second decommissioning report from
General John De Chastelaine, which is believed to have set out
more details of the IRA's latest offer.
He urged London to publish the report.
アルスター統一党のトリンブル党首は、「自治一時停止は残念な
ことだ。こうなるのは楽しいことじゃない。しかし原因はカトリック側
（ 共和国派the republicans）が１１月に決めた武装解除開始の約
束を果たさなかったことによるので、仕方なかったことだ」と、含み
ある発言をしている。
Ulster Unionist leader David Trimble said he regretted the fact
suspension had become necessary.
He said: "This is not an event in which we take any pleasure at all.
"The background to this was our decision at the end of November
to jump first in the expectation that the republican movement
would reciprocate.
"When it became clear that the republicans had failed to jump
then our position became impossible".
これらの発言を踏まえ、ＢＢＣは１２日、「次になにが起こるか分か
らないが、関係当事者は一呼吸置いて、新しい展開が期待される
のではなかろうか」と、報じている。
It is unclear exactly what will happen next but there will probably
be another review after a short breathing space to consult all sides.
２ 注目したい国際武装解除委員会の報告
前回でも指摘したように、日本ではあまり報道されていない国際
武装解除委員会の水面下の活動とその意見に注目したい。
ジョン・ド・シャステレン将軍（元駐米カナダ大使）はＩＲＡ(カトリック
側武装勢力）およびプロテスタント側の武装勢力双方と精力的に
交渉を重ね、ＩＲＡの一時停戦および和平への武装解除への取り
組みまでの成果を得ていた。
シャステレン将軍は、必ずしも１月３１日までのＩＲＡの武装解除開
始条件にこだわらず、基本的には５月２２日までの和平合意期限
までに終了すればよいと考えているように見える。
２月６日のBBC NEWSは、ＩＲＡ側も５月末を考慮していることを
報じている。
A leading member of Sinn Fein has insisted the party is committed
to using its influence on the IRA to achieve disarmament by May,
an objective in the Good Friday Agreement.
アダムズ党首がＵＫ政府に公表を求めた国際武装解除委員会の
第二次報告書の要点を見よう。
この報告書を読むと、将軍は、ＩＲＡの停戦と武装解除への取り組
み意欲を高く評価している。
The IRA declaration of support for the process leading to
a permanent peace in Ireland, the contribution made by the
cease-fires, and the statement that the IRA provides no
threat to that process are recognised.
"We believe that these are important issues of considerable
significance for peace and stability in Northern Ireland and
they were reflected in our January 31 report.
"Since December 1999, the IRA has engaged frankly and hope-
fully with the Commission and we note their intention to do so.
更に、ＩＲＡだけでなく、Loyalist(すなわち英国政府に忠実なプロテ
スタント側の武装勢力）にも武装解除を求め、また英国軍の撤退
の必要性についても「英国軍の将来については当委員会が付託
を受けた範囲ではないが」と言う表現で、言及している。
"We also note the IRA assessment that the question of British
forces and loyalist paramilitaries in Northern Ireland must be
addressed.
"While the future of British troops is outside our remit, the
elimination of the threat posed by loyalist paramilitary arms
is clearly within the Commission's remit.
"We have been advised by loyalist representatives of their
commitment to address the issue of their arms in the context
of similar action taken by the IRA.
ＩＲＡは和平の実現のために、武力行使を停止することを明快に
約束している。後は国民が納得するような具体的な方法論（in a
manner as to ensure maximum public confidence.） の詰が残さ
れた。
"We find particularly significant, and view as valuable progress,
the assertion made to us by the IRA representative that the IRA
will consider how to put arms and explosives beyond use, in the
context of full implementation of the Good Friday Agreement, and
in the context of the removal of the causes of conflict.
"The Commission welcomes the IRA's recognition that the issue
of arms need to be dealt with in an acceptable way and that is a
necessary objective of a genuine peace process and their state-
ment that for those reasons they are engaged with us.
"The Commission further welcomes the IRA's commitment to sus-
tain and enhance its contribution to a durable peace and their
statement that they have supported and will continue to support
efforts to secure the resolution of the arms issue.
"The representatives indicated to us today (Friday) the context
in which the IRA will initiate a comprehensive process to put arms
beyond use, in a manner as to ensure maximum public confidence.
将軍がカナダ軍とモハーク・インディアンとの紛争を解決した経験
が生かされているような気がする。
３ ＩＲＡの強硬派（Continued IRA)は少数
シャステレン将軍は、ＩＲＡの中でも、少数の強硬派（Continued IRA)
が依然として武装解除に同意していないから、慎重に、粘り強く
満を持しているようだ。
同派は和平プロセスの進展になお反抗し、地方のホテルに爆弾を
仕掛け、爆発させた。
しかし、ＩＲＡ主流派は和平プロセスへの武装解除に（時期こそ遅れ
ても）基本的に同意し、地方自治の実現に協力しようとしていたので
、
その代表政党であるシンフェイン党のアダムズ党首は、この爆弾
テロを行ったＩＲＡ少数派を厳しく非難した。
アイルランド共和国政府や北アイルランドのカトリック勢力は、この
少数派の武闘派の説得に時間をかけるとみられる。
国際武装解除委員会は、確実に、ＩＲＡの信頼を得て、武装解除へ
の道を開いていることが分かる。(情報公開は大事だ！）
４ ＵＫ政府・アイルランド政府の協調体制
局面打開のために、両国首脳以下、幹部は目下精力的に動いて
いる。
２月１６日ブレア首相とアハーン首相はロンドンの首相官邸で会談
し、引き続き和平プロセスの進展に両国が鋭意協力し、努力する
ことを再確認している。
この会談の後、両首相はプロテスタントのアルスター統一党（the
Ulster Unionists）、カトリックのシンフェイン党（Sinn Fein）および
社会民主労働党の各党首と個別会談を持った。
またアイルランド共和国のブライアン・コウェン外相は、和平合意
参加の全当事者と個別に会談し、局面打開策を模索している。
彼は北アイルランド自治政府の閣僚たちに、この「危機的状況」
を早急に回避し、地方自治政府を復権するよう努力を要請した。
He said the suspended Northern Ireland executive should be
re-established without delay to avert a "very serious"
situation. Following talks with the parties, he will report
back to the Irish government on Friday.
シンフェイン党のアダムズ党首も、アルスター統一党トリンブル
党首と会談し、シャステレン将軍の報告書を受け入れるよう要望
すると。
On his way into the meeting, Mr Adams said he would be trying
to persuade Mr Trimble to accept the latest de Chastelain report
on decommissioning which was published on Friday.
アルスター統一党トリンブル党首も国際武装解除委員会シャス
テレン将軍とＩＲＡ武装解除問題の協議に入っている。
Meanwhile, Mr Trimble is due to meet the head of the decommi-
ssioning body, General John de Chastelain in Belfast later on
Tuesday when it is thought he will discuss the IRA response to
the arms impasse.
このように、関係者は相当の熱意を以って、地方分権の再構築
に動いているとＢＢＣは報じている。
決して「振出に戻った」のではなく、根深い問題を、より深く相互
理解する協議に入ったというべきであろう。
The high level talks are geared towards establishing the mechanics
of any review, which could see the restoration of devolution to the
province.
以上の動きを集約すると、『北アイルランド政府の地方自治停止は
一時的な措置であり、その間に、英国軍の撤退あるいは減員を含
むかなり壮大な和平スキームが４月頃実現するのではあるまいか』
というのが、憶良氏の予見である。
なぜならば、「ブリティッシュ・アイリッシュ協議会」の成否はブレア首
相とアハーン首相にとっては政治生命をかけたものであり、繰り返
すようであるが、数世紀にわたる両国の軋轢を、一気に解決する歴
史的な出来事なのだから。
北アイルランド和平交渉は、両国とも「ノー・リターン」もはや誰もが
昔日の泥沼の抗争には帰れないのである。
なおBBC NEWSでは、カトリック派は"Republican"(共和国派）、プロ
テスタント派(英国国教会派）はUnionist(ＵＫへの統一派）あるいは
Loyalistという表現をされている。宗教と政治思想がわかり面白い。
